The dispute centers on two restrictions Anthropic refused to drop: no mass domestic surveillance of Americans and no fully autonomous weapons. Anthropic called the move legally unsound and plans to fight it in court.

OpenAI Fills Anthropic's Pentagon Seat
On the same day Anthropic was designated a supply chain risk, OpenAI announced its own Pentagon classified deployment deal. The backlash was swift: ChatGPT uninstalls jumped 295%, one-star reviews surged 775%, and Claude hit No. 1 on the U.S. App Store for the first time. Anthropic then moved quickly to capitalize, launching a memory import tool to make switching from ChatGPT as frictionless as possible.

OpenAI's contract allows any lawful use, which in practice creates enough wiggle room to make Anthropic's red lines meaningless.
